Down Payment & Closing Cost Assistance

This is a one-time-only grant for Native Americans with priority given to CPN tribal members. All CPN members residing in the United States may apply. Other Native American applicants must live within the Tribal jurisdiction, must be age 60 or older, and meet the 80 percent national median income limit guidelines. Oklahoma residents may be required to mortgage through CPN-owned Sovereign Bank in Shawnee, Oklahoma. The maximum grant is $2,125. Mobile homes are not eligible. Felons cannot reside at the home. Applications must be submitted at least three weeks prior to closing or no later than 30 days after the closing date. Applications received after the 30-day limit cannot be considered.

Home III Construction

Home III Construction Program enables CPN tribal members to construct a new home in certain areas located within Tribal jurisdiction with a $20,000 buy-down grant to be applied to the construction cost of the home. Each applicant must meet the 80 percent national median income limit guidelines and are required to mortgage through Sovereign Bank.

Elder Home Repair Program

This program is available to make our elders’ single-family homes safer and more efficient as their needs increase. It is available for all elderly low-income Native Americans with priority given to CPN tribal members. Each applicant must meet the 80 percent national median income limit guidelines and must reside within Tribal jurisdiction or surrounding counties. Applicants are required to submit a deed to the property as a mortgage agreement for the number of repair costs that will be recorded. This mortgage is released at the end of the time specified with no expense to the homeowner.

Affordable Rent

Rental units are available after meeting all qualifications to any Native American of a federally recognized tribe. Priority is given to CPN tribal members. Each applicant’s annual income must be within 80 percent of the national median income limits. CPN Housing Department rental units are located at the elders’ housing in Shawnee/Tecumseh, Oklahoma, and Rossville, Kansas, areas.

Family units are located between Shawnee and Tecumseh, Oklahoma.

Lease with Option to Purchase Program

A new program starting in 2020 for first-time homebuyers, a lease-purchase can turn into a home purchase deal within a certain timeframe. Requirements include:

  • Income must be with the current HUD limits per family size
  • Full-time stable employment
  • Positive debt to income ratio
  • Positive rental history
  • Credit scores that are workable for a mortgage loan

This program will include constant financial and homebuyer education, which will result in the purchase of brand new, energy-efficient homes. Applicants will not be selected by application date but by the applicants closest to being able to purchase the home with a mortgage through Sovereign Bank.
